The Indonesian national team was prevented from competing in the World Cup by FIFA.
The Indonesian national team was unable to compete in the 2018 World Cup due to World Football Federation (FIFA). It was not the team's lack of talent that prevented Indonesia from making the 2018 World Cup, but rather the penalties FIFA had imposed at the time on PSSI.
Due to government intervention at the time, specifically the Ministry of Youth and Sports, FIFA levied fines on PSSI (Kemenpora). Because PSSI disregarded the advice of the Indonesian Professional Sports Agency, the Ministry of Youth and Sports suspended PSSI on April 17, 2015. (BOPI).
Following the verification of the 18 clubs taking part in the 2015 Indonesian League, BOPI reported that two clubs, Arema Cronus and Persebaya Surabaya, failed the verification. Due to their dual ownership status, BOPI has prohibited the two clubs mentioned above from competing in the 2015 Indonesian League.
PSSI ignored the appeal, though. Arema Cronus and Persebaya Surabaya are still listed by PSSI as participants in the 2015 Indonesian League. In brief, on April 17, 2015, the Ministry of Youth and Sports promptly suspended PSSI.
